When I stopped playing 6 months ago or so I recall that the main PvP campaign would only pop lock briefly if at all around prime time and everything else was a dead campaign.
However the teams really wanted to bring cross play for a better experience and they did it! With a game that was built in 2015. Game wasn't built thinking about cross-play so, don't hold your breathe waiting for it. Besides that, there are too many differences between platforms. Eg: economies, add-ons.
So I thought I would post something that hasn't made the rounds in awhile , earlier last year Microsoft made several statements about being ready for Cross platform play.
Your eso account is bound to the specific eso account you made at launch on console. Not your psn/gamertag. This would allow porting if cross platform. As for your other points, they could simply just do crossplay with Xbox one, then those aren’t factors.
No, Elder Scrolls Online is not cross-platform between PC and PS4/PS5. You can not play ESO on PS4/PS5 with your PC account. You will need to create a new account and purchase the game separately for each platform. This means that your game progress, Crowns, and purchases will not carry over from one platform to another.
